Using iPhone in outside USA

I bought new iphone 13 promax and plan to giving it to my family in VIetNam to active with a carrier for normal using.

But I paid it by apple installment payment everymonth and do it by my old phone Samsung Galaxy here.

Can my family use it in Vn like normal way?
