Language & Region -> "There was an error in Language & Region preferences."

A prior question was asked about this but there was no helpful reply.

Suddenly this error started occurring (under Mac OS 12.3.2) when I click on the Languages & Region icon in System Preferences.

Restarting the Mac did not correct the issue.

Upgrading to Mac OS 12.4 has not corrected the issue.

It seems like there are probably some corrupt preferences or similar data. What's the best way to get past this error? I can't load the preference pane at all.

Thanks!

Christopher

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.

2 - Does the issue present in this mode ?

3 - Sometimes a Safe Boot followed by a Normal Boot will just put things right.

4 - If not - there could be something in the main User Account playing up. To further isolate this - Set up users, guests, and groups on Mac. Then log out of the Main User account and log into the dummy account and test again if the issue persists.

5 - If the issue is present in the dummy account - then, this appears to be a System Wide issue on the computer.

6 - If after performing each of the above steps is the order that have been presents  and still have issues - please advise for possible further assistance.

Since the issue Is Occurring in Safe Mode and Regular Mode but in a Guest Account - it appears the Issue is in the Main User Account

Understand, we are all working Remotely from all around the world. Therefore, we do not have the On-Hands experience the User ( you ) has with this computer.

The below suggestion is the next best thing to us having actual On-Hand to this computer.

7- Suggest downloading the Application Etrecheck directly from a well Respected ASC Contributor. And Safe to use.

The application is free or paid from added features.

Run the application with Full Disc Access ( Security & Privacy - Full Disc Access ).

It will take a Snap Shot -  both the hardware and software.

We can have a look at the report for possible issues and may have possible suggestions to resolve the issues.

Thank you for your reply.

Rebooting into safe mode does not correct the issue - it still occurs both in safe mode and when rebooted again normally.

I also attempted booting in recovery mode and running First Aid from Disk Utility, no errors were found and that did not correct the issue.

When I log in with the Guest user account the" Language and Region" preference pane loads successfully with no error reported. Returning to my normal account there is still a problem, so it seems to be a corruption on this account not System-wide.

I would like an official Apple Support response to this issue if possible. It is clearly a bug in the OS components, possibly related to permissions. It began happening after OS security updates were applied.

I am seeing some error logging in the console related to the xpc service in the Localization.prefPane.
Here are the earliest errors I see:

error 11:21:06.056157-0700 runningboardd Could not rationalize xpc service at: /System/Library/PreferencePanes/Localization.prefPane/Contents/XPCServices/Localization.remoteservice.xpc/Contents/MacOS/Localization.remoteservice
error 11:21:06.128923-0700 Localization.remoteservice cannot open file at line 45530 of [9ff244ce07]
error 11:21:06.128961-0700 Localization.remoteservice os_unix.c:45530: (2) open(/var/db/DetachedSignatures) - No such file or directory

I will also investigate further the difference using different accounts. Perhaps the Guest account did not reproduce the problem because it uses only temporary file storage and I did not actually attempt to change any language settings.

A - Personal preferences though, it has been reported where even Apple Support have turned to this very Application to Trouble Shoot clients computers

A little more information: with an actual Standard (non-Admin) user account (not Guest account), the Languages & Regions panel does show up.

However another difference worth mentioning is that these other accounts show only the default English language setting. My primary account has also Japanese installed. (I cannot recall if it also had French installed, it may have, for localization testing). So it is possible the error only happens when other languages are configured; I plan to keep testing. Meanwhile there's no way to see this information, or to add/remove languages from my main account.

If anyone knows a back-end way to reset this, such as preferences or other files that could be moved, or a command-line interface to language settings, that would be helpful.
