When your Apple ID account is deleted, your account details and the data associated with your Apple ID are permanently deleted from Apple’s servers. You can't sign in to your account, and you won’t be able to access any data, content, or services that were associated with your Apple ID.
And there is no other way to restore it.
Or did you just deactivated it temporarily? If so, you can Contact - Official Apple Support and provide them the alphanumeric access code so they can reactivate the account for you
Also, you won't be able to use the same Gmail account again to create a new Apple ID.
