Email id has been used by someone for iphone 13 pro max and icloud.

Hi, i have not been using my old email address for long. just checked randomly by signing in and i was shocked to see that my id was used by some one to log in to his iphone 13 pro max. account was made and verified too. i tried to log in with my email address on appleid website. but it asks for the phone number which is not mine. please help. please let me know how to complaint ?

my email id has been used. I want to complaint to apple and icloud to close it down immediately.
