To answer your question, because you owe Apple money, and they disabled your account to get your attention.


But what you really want to know is how to resolve the problem. For that you must contact a live person at iTunes & App Store support. You can do this on your own. What was the result when you followed the guidance in the Related Article above your name on this page, that you were reading just before you posted here?
