Are you trying to get to Windows? if not, where are you going with virtualization?
But at this writing, there is still no licensed version of Windows that runs on M1, only a developer preview, for which you must register asa Windows developer. So no support, and NOT FOR PRODUCTION.
Parallels claims to run on Apple-Silicon-M1.
Qemu is also making progress in the direction of M1 support, but some say it is still a bit slow.

UTM is a macOS app which provides an installer and a GUI interface for using QEMU on an M1 Mac.
For those who are unaware, QEMU is an old open source project providing a machine virtualizer and emulator that allows running an OS for a different CPU architecture than what the host hardware provides/supports. It is a great project, but it will have some limitations.
if only the FILE is based on Linux, why would you want to install Linux?
why not install Oracle Instant client for Mac?

The tool which i work gives us an OCI file to import in Oracle Virtual Box or VMWare. And I need to do this. I bought Mac Pro M1 Max to install my tool. But i heard Oracle Virtual Box will not run in M1. and i need to run my tool in the VM.

This thread in the VMware forums suggests, "not yet."

Oracle's VirtualBox is not supported on Apple Silicon (arm) hardware yet. No X86_64 versions of Windows or Linux will work in a VM that is supported on Apple Silicon (arm) Macs.
