Can someone else add your card to Digital Wallet?

Hello. I have questions about Apple Pay.

My Debit card from Chase Bank was stolen and used fraudulently. I immediately locked the card, but it was still available on Apple Pay. (I called Chase and ordered a new card with different numbers later)

Here’s my questions:

1. Can thieves add your card to their Digital Wallet like Apple Pay and use it on their device?
2. If they can, is there any way the replacement card will be used on their device in the future? (e.g. The debit card information on their device will be updated to the new one automatically after I activate the card)

I believe it’s unlikely since you need the new card information to add it to their device or need to log in to my bank account to register it on their device from there..

I would appreciate any help. This’s actually my first time my card was stolen and used..
