Accessibility icon history

I really like the apple accessibility icon! The blue human figure with a blue circle around it. Found here - Accessibility - Apple Developer

Do you know the history? Is it copyrighted for Apple-only use? It seems like it should be more of an international symbol.

Do you know of other symbols besides the wheelchair icon that signify more universal accomodation for sensory or other accessibility needs?
