My account in the App Store and iTunes was disabled

My account was disabled as a result of a stolen debit card. I had to wait for the USPS to deliver my replacement card. It just arrived. Now Apple won’t allow me to update my payment method. How do I get reinstated? I have a balance and have been declined by Apple Credit. Please assist.
