Why does my phone have to be on wifi to update my Apple Watch?

We don’t have wifi; our only data is through our phones.

Perhaps if you have a 5G iPhone (iPhone 12 or later) using a 5G plan, you might be able to update your Apple Watch using cellular data. Otherwise, visit an Apple Store or Authorized Apple Service Center and seek assistance there.
