Almost all of my websites are not loading the webpages. It starts to load the progress bar goes halfway across and it stops and never finishes loading

What’s going on with my Mac? Why aren’t any webpages loading? I click on a website or a function on a webpage and the progress bar in the address in Safari halfway loads then it stops and nothing happens. It’s not just one website it’s basically everywhere I go on the Internet I’m having this problem. The bar just goes partially across underneath the address at the top of the screen and it stops the X to the right of the address never turns into the circle arrow to reload it just gets stuck and it never fully loads the page

I understand Safari often fails to completely load a web page.

If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support offers several suggestions. In addition to them, try simply restarting your Mac in the usual manner.

I am having the same problem with Late 2014 4GB Mac mini, I am getting similar errors after I installed Monterey. I do not have a backup nor I have a. drive to load an old version. I am dreading to go to the Apple endorsed repair lab which will ask for INR 2500 for 'repairing.' Apple just does not understand how much INR 2500 means in India. I feel that it may be a memory error. One time it gave an error like Loading System Preferences and then Loading Network and then Can not load preferences pane. So it seems to be a memory error.
