My wife and I have several Apple devices that we each use with separate Apple IDs. How do we set up to automatically send pictures to a shared Apple data in iCloud so we both have access to all our pictures?

Automatic syncing of photos will occur when devices are signed in with same Apple ID and password on the same network when photo library is set up Set up and use iCloud Photos - Apple Support

In your case the devices are set with different Apple ID with their own account credentials see the articles to share photos .
