So I don’t have enough money to renew the subscription for probably 3 weeks, I been trying to downgrade it to 5GB but when I hit done it doesn’t do anything like at all. It doesn’t show confirm downgrade or nothing. I was getting so mad to the point I was crying I have no idea what I’m supposed to do. Can I keep a subscription until I can pay for it?

The subscription runs until it expires. So if your iCloud subscription runs from June 1st to July 1st and you cancel your subscription on June 12th, then you will have access until July 1st when the subscription has to be paid again. You will not be refunded the month you paid in advance. But you then have access to the service until subscriptions end.
Therefore, you may find that nothing has happened, but when the month is over, the subscription stops.
