Why i cannot open the ID number in my apple address

Maybe my number in docomo is still somebody hacking and they control my account because deferent number send me when Apple ID asking my password and when I use my to i mail address they ask in another way and they send it my short message sms mail

I already edit everything in my phone that they send it to me but the same
