If your sure you have identified your iPad correctly (check it here:--> Identify your iPad model - Apple Support), and bearing in mind that an iPad 4th gen cannot support iOS versions beyond 10.3.x, as per this compatibility chart:
you can download from AppStore any game apps that can be supported by your operating system version, if you have created your Apple ID and your payment method is correct.
