Move Mac Apps to Cloud

Probably an obvious question, but is it possible to move a full Mac app to a cloud service like iCloud or OneDrive to save hard disk space?

No that is not possible, not for the full functioning apps. One reason for this is that the built-in Mac apps are actually part of the MacOS and cannot be changed by the user: for instance, if you somehow copied the app to some other location, you would not be able to delete the app from the Applications folder.

Not sure this would be that helpful even if you could do it. My Applications folder has only 20 GB in it. A fraction of what is on the disk.

You can use utilities like What Size or Daisy Disk to explore where you space is being used and by what. The information in About This Mac is fairly limited and might show a larger number because it includes other files that are not in the Applications folder but are associated with the app.
