But I didn't have a problem with the diagnostic. It's not a violation of Apple's agreement with AASPs. They're frankly free to charge whatever they want, although I'm sure Apple would probably do something if a place charged a $200 diagnostic fee on top of $150 to replace a battery. Even Apple reserves the right to charge a diagnostic fee, although I haven't heard of it actually happening.

AASPs may charge a minimum diagnostic fee but then apply that to any service fees. However, I've found a few, and the fee is higher than Apple's cost for a battery service.

You’ll be charged $0 for work that’s covered under Apple’s warranty or AppleCare. For work outside of warranty coverage, we charge a small diagnostic fee of $99 which is applied directly toward labor, parts and the full cost of the repair. Many repairs are covered completely by this fee. Paying our employees for the expert labor they put into repairs is important to us (and probably to you, as well).
Here's an AASP in Canada that charges more than Apple's price for a battery replacement. They list a diagnostic fee but don't say if it's mandatory on top of the repair fee or if it gets applied to the repair price.

It doesn't work that way. It doesn't localize as the default is for the United States. I'm sure that it will localize when one uses a localized search engine. I tried a bunch of anonymizes sites that access through servers in other countries, and it still comes up in US Dollars when pointed to default Apple web pages.
What's needed is either the country-specific website, or clicking on "United States" in the lower righthand corner and getting to this page where one can select the country (or sometimes region).

But there are a lot of countries that aren't represented, and the only means would be to find an Apple Authorized Service Provider and then ask what the price is. This is the article where I read about someone being charged for a diagnostic, whether or not they actually did the battery replacement. I can see why there are so many in the Philippines who ask about getting the battery replaced on a trip to the US or Hong Kong.

In my country, the Power Mac Center, a chain Apple retailer is the default AASP choice. It was either that or going to an independent servicer without Apple’s blessing.

I get on the phone and call the hotline, after a few rings, the operator greets me and asks how she can help. I let her know that I want my iPhone battery changed because it’s been draining rather quickly and inquired as to how much the fix would cost.
She informed me that a battery replacement would cost about $107 with an additional $40 diagnostic fee (Prices are roughly converted from PHP to USD.) Additionally, she says that they would first have to check that my phone “didn’t have any other problems” before they could change the battery. If any other problem was found, I would have to pay for that repair before they could proceed with the battery swap.
Where are you located? The price will vary depending on what country, if you go to an Apple Authorized Service Provider (sometimes the only option in some countries), and whether or not you get shipping. If it's an Apple Authorized Service Provider, there can be differences in the fee for the service, and some may require paying for a diagnostic service.
Fortunately I said "USD" in my post and the link I provided should be regionalized letting them arrange service in their country of residence. I've never found an AASP that charges a diagnostics fee and the one that replaced my battery on my MBP says that is not allowed by Apple in almost all instances. They also charge the same price for battery replacement as Apple. But then again the OP would find that out when they select someone to replace the battery.
