I cannot remember my screen time password and I am about to get locked out it never gives me the option or the statement for “forgot your passcode”?

Then you will have to restore your phone to factory settings and not restore a backup (the backup includes the Screen Time passcode)→Restore your iOS device to factory settings - Apple Support

There is no other option to a factory reset. However, you can sync most data to iCloud, then re-sync after the update. This will not reinstall your apps, but will restore most data. Go to Settings/[your name]/iCloud and turn on the switches for data you want to preserve. Then after restoring the phone to factory settings, first reinstall your apps from the App Store (you won’t have to pay for them again), then turn on the same switches.
