Using Photos with Messaging is a service provided to you from your Carrier. So, contact your Carrier asking them for assistance with this.
Yes, everything that should be enabled is enabled. I've also tried using wi-fi or cellular. I think I'll just wait for the stars to realign or until I can afford a new iPhone. Thanks for trying to help.
