There can be two reasons. One is because your new SIM card has not been activated by your Carrier, in which case you need to contact your Carrier and ask them to activate the SIM card. In some cases, you can also do it yourself if you sign in to the provider's website.

The other may be because you have overlooked entering the PIN. Most new SIM cards have a PIN code that you need to enter the first time, and then you can turn it into a personal code that you can remember. But without the PIN code, the SIM card is locked and the only thing you can use there is to call SOS.
