Back in Dubai, bought iPhone 12(international version)- No sim restrictions, but when came to India, Indian sim- Vodafone, is not working, showing No sim. Kindly suggest

There is no such thing as an “international version” of the iPhone.
What you bought was a gray market phone originally sold in a different country and illegally imported and resold in Dubai.
The device is locked to the carrier it was originally purchased from. Only they can unlock it. The odds that they will agree to do so for you are slim.

You most likely bought a carrier locked phone. Contact the store you bought it from and work with them.

It's new phone only and only activated in India only

It's showing No sim restriction in carrier lock.
Chalk it up to experience, you won't get that phone to work.
Cut your losses and buy a new one in India.
