I bought an 11 inch ipad cor my nephew. But changed his mind and he wants the 12.9. It’s already opened. and within 14 days since picked up. so just for clarification, i will be charged 25% open box fee so 25% of the total cost if i returned it to apple store?

If purchased directly from Apple within Apple’s 14-unconditional returns period, you may return an unwanted device for a full refund or exchange. You will not be charged a re-stocking fee.

I'd call the Apple Store and ask them.
However, I don't see anything about a restocking fee mentioned here:
Are you in the U.S.? To the best of my knowledge, Apple doesn't charge a restocking fee in the U.S.
