If you can't activate your iPhone or iPad (Wi-Fi + Cellular) - Apple Support

Also, if the iPhonr is locked with carrier, you can only use SIM cards issued by that carrier. Other SIM cards won't work.

restoring from a backup or Quickstart doesn't deal with the cellular connectivity.. you still need to do that

pull the SIM card from your previous phone or

Transfer or convert your current SIM to an eSIM on your new iPhone
