WiFi for Ipad
My son is going on a trip. Is there a way to lock his IPad so he cannot get on WIFI while he’s gone

You have pre-determined a method to achieve some objective. The method you pre-determined was blocking Wi-Fi. We can only guess at the objective, as you have not told us.
Perhaps this would accomplish it.
