Difficulties opening mail attachments

Hi All

When i try to open a mail attached pdf using the Adobe Reader DC (latest version) then I get an error message

The operation could not be completed as Acrobat Reader doesn't have permission to access: ~/Library/Containers/com.apple.mail/Data/Library/Mail Downloads/

This is new after getting Big Sur.

I get a similar message when using Preview.

When I launch the privacy settings I am unable to add the Adobe Reader or Preview to privacy settings.

How to fix this?
