How can I change the country and the city of my Apple ID. I was told to remove cent or spend balance in my account before I can able to change the country and I’m hereby to remove it but I’m finding difficulties

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
