A soft reset did it. I didn’t know you could power the watch down. Just hold the button ( not crown) in for a few seconds to get the option to power down.

I have this same problem after a recent update. Soft or hard reset will bring the ability to swipe up back, but being unable to silence my watch in a meeting was a little embarrassing until I found this solution elsewhere as many people are reporting it in June 2022. I am running watchOS 8.6 on a M00D3LL/A.
