ERROR CODE for RESTORING LOCKED IPHONE 7

Hi community, I keep getting the error code (0x80092010) when trying to update the new software on my locked phone. what tf does that meeaaan? Help. I have put in a SIM card, updated my Microsoft laptop, there's no iTunes update to be found so in theory I should be set but it refuses to work. Please let me know if you have a solution or suggestion.
