I downloaded a pdf file on my I phone and I need to add something’s but it wants a owner password

Please ask the owner. The pdf password is neither created nor encrypted by the iPhone.

It would seem then that you have a password protected file. Check with whomever you downloaded this file from about access if they want you to add data to it.
