Changing Cellular Carrier for cellular models of iPad is usually as simple as changing the physical SIM card.
If, however, the iPad was originally purchased from a Cellular Carrier, the iPad may be subsidy-locked to that carrier. In such circumstances you’ll need to contact the original Carrier for the subsidy lock to be removed - for which you may need to pay a fee.
