remove billing address

Add then Delete:

You need at least one method of payment assigned to your account. So, add the method of payment first, and then modify the billing address. Go here: Change, Add, or Remove Apple ID Payment Methods - Apple Support

Report back if that does the fix.

I am unable to remove billing address.

Go to -> Settings -> tap your Profile -> Payment and shipping -> Change Address.

Edit the Address -> tap Done.

Or -> Sign in to your Apple ID account page and edit / update your Apple ID details.
