i was someone else’s phone (an iPhone 8) and noticed that Apple Cash was somehow enabled on there phone, it was my understanding that Apple Cash isn’t available in Australia, yet they have it, they have no clue how it turned on just randomly appeared does anyone know if there’s a way to enable it

If you have Apple Cash enabled on your phone in Australia, it's probably because the region has been set to the USA. On your phone go to Settings/ General/Language & Region, then check the region location and change it back to Australia. Now the option for Apple Cash will have disappeared.

That’s what I thought, but my mum who lives in Australia has Apple Cash enabled which is why I was confused
