Dual SIM, Same Carrier?
Is it possible to have both lines , my primary and my secondary lines with one carrier just different numbers?

Yes, if you followed (to no avail) the steps provided in the support article that led you here (assuming your iPhone supports 2 nano SIMs), contact your carrier.
