Access to iTunes music I've already paid for - now costs monthly?

So i have no access to my itunes music unless i pay for itunes match or apple music? I already pay for extra storage on my icloud account which is where i assume this music will be stored.

Hi,

You don’t need iTunes Match or Apple Music to play your music that is in your music library on your computer. The subscription services use iCloud music library that allows you to play music on your other devices and is not connected to iCloud storage. Whilst you can save music to your iCloud storage, you can’t directly play music from this.

If your music resides on your computer, you can sync with your other devices Use iTunes to sync your iPhone, iPad or iPod with your computer – Apple Support (UK)
