Is the iPad disabled or Activation Locked? If so, your iPad is not new - but has been set-up by somebody else. If this is the case, return the iPad to its point of purchase for exchange - as unless you can independently obtain assistance from whoever previoisly set-up the iPad, your iPad is (and will remain) useless to you.

Presumably “talktalk 98F051” is the WiFi network name associated with your home WiFi Router - as supplied by TalkTalk, your Internet Service Provider (ISP)…
While other devices may be connecting without issue, a restart of your WiFi Router may clear the issue. To restart your router, disconnect power from the router for at least 30 seconds - then reconnect power to restart. After your router reboots (which may take several minutes), force restart your iPad as before:

Thank you for the reply, The ipad is brand new bought from Currys last week, the list of wifi contains talktalk and I am using talktalk on my old pad.
