When I transferred my data to my xr it said my SIM card isn’t supported by the phone. It told me to contact apple to fix it.

That message means that your phone is locked to a carrier, and the SIM card is not for the carrier the phone is locked to. The only option is to contact the carrier it is locked to and ask about their unlocking policy. Apple cannot unlock it. See→How to unlock your iPhone for use with a different carrier - Apple Support
