'Where from' metadata missing from Safari downloaded files in Monterey. Is there a fix

I use the "Where from" metadata for the app Hazel to file downloads. Frustratingly this data is collected for files for a while after a reboot and then stops being added the file. Another post (macOS Monterey Missing Metadata - Apple Community) suggested that rebooting will bring it back. In my case it doesn't once the 'where from' data is not added to a file's metadata it ain't coming back! But if I do reboot, then it is collected for a while (I'm not sure if its time or number of downloads related) and then stops working again.

Is there a way to FORCE Safari to include "where from" data? Is there a place to report this so that it gets n the queue for a fix in a future update?
