iCloud not matching iMessages

My new iPad Air is set up with the same Apple ID but the message are not the same as my phone. The response I get is my iCloud is not matching my iMessages account. I am so confused and apparently not alone as I search for a fix. I have tried all suggestions. I have brought my iPhone and new IPad into Best Buy (there is not even one Apple store in Vermont.) The tech people are even stumped.
