How to clear my iTunes balance to zero

How do I clear the $1.29 from my iTunes balance to make my account zero so as to change my country and store for iTunes?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
