The best way to transfer Logic to a new Mac is to sign in into the appstore with your apple id. Look for purchased items and download the last compatible version to your new mac.
View and manage purchased apps in the App Store on Mac - Apple Support
From here, install all plugins manually.
I wouldn't recommended using migration assistant to transfer Logic. You might end up with a non-working set-up due to incompatible elements.
just my 2 cents

The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. Set up your MacBook Pro - Apple Support
The second best way is use the Migration Assistant.

Using migration assistant to move Logic over to a new machine almost always causes more problems than it's worth. Follow yoyoben's advice and install from the app store.
If you're talking about just the application itself, you can just log in to the Mac App Store on your new MacBook, and re-download the app by clicking on your name in the lower left corner of the App Store app's interface, which will list all of the apps you've previously purchased/downloaded.
If you're talking about various settings, preferences, presets, etc., that's a much longer conversation, since those settings are in multiple places in the filesystem. If you still have your original Mac, you can simply copy most of those settings from their locations on the old Mac to the same locations on the new one.
If you don't still have your old Mac, unfortunately you're going to have to recreate most of them from scratch, unless you've still got a Time Machine backup of your old Mac.
