I can get the recovery process to start, type the code in, watch it as it goes all the way around the dial; however it just bounces right back to the Recover Apple Watch screen (it's done it 10 times).

Is there a solution that works that does not require paying $150 to send in the Apple Watch or owning the iBUS connector?

No,now you have to send in the watch for a mail in repair.
