Can child under 11 use Apple Pay

Apple's support document Set up Apple Pay says with regard to Apple IDs for children that If you're less than 13 years old, Apple Pay isn't available and you can't add a card in the Wallet app. 

For Apple Pay, check with your financial provider, as it’s the provider that issues the card.

This Apple Pay, as distinguished from Apple Cash, and from Apple Card.
