I cannot figure out how to fast forward/reverse or skip forward/back with the latest ATV4 remote when watching Binge. It’s totally counterintuitive and works nothing like when watching other streaming services or Apple iTunes or TV+ content.

Only the app developers can make changes to how an app operates, and make FF and RW more like other apps, and conform to the Apple guidelines. No-one else can do that for them. It is not user-configurable. The best way to get there is if users let them know what they expect.
How it is supposed to work with well-functioning apps:
Control what’s playing on Apple TV - Apple Support
- Skip backward or forward 10 seconds per tap left or right
- Continuously rewind or fast-forward using click-and-hold
- Scrub video backward or forward on the playback timeline
