I have an alarm set up through the health app where I have when I go to bed set up and when I wake up, the alarm sound doesn’t have an option for radar like the normal alarm does, is it possible for me to have radar as my alarm sound through the health app or no?

When you use the Alarm Clock through the Health app, it is unfortunately not possible to select ringtones other than those that are available. The reason is probably because the tones are specially designed to awaken in the "right way".
