how do I do a hard reset on a locked used iPhone xr

I bought an iPhone through a friend on marketplace, when I got it was locked. How can I unlock it and do a reset on it if necessary?

The previous owner needs to go to https://www.icloud.com/find/ and erase the device, then remove it from their account. If they won't do that, the device is useless. Apple won't unlock it.
