Cancel the balance in My apple Store

I want to change my Apple ID region from US to Singapore ,but I have balance in my apple Store .

How can I fit it ?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
