Lawrence ~ It's not possible. But Shortcuts can open a specified pane in the Settings app via just two actions: URL followed by Open URLs. Here's the relevant URL:


prefs:root=INTERNET_TETHERING

There isn't an action in Shortcuts to turn on/off Personal Hotspot in isolation. However, there is an action to turn on/off or toggle cellular data which also switches Personal Hotspot to the same state if it is already on. If Personal Hotspot is switched off when the shortcut with the Set Cellular Data action is run, it will not turn it on. Turning off cellular data restricts all data to Wi-Fi. Of course, this may be undesirable.
