I bought my iPad for work, with my company bank card. I want to pay for company used software with my business card while I would like to have the option to pay for other apps with my personal card.
Why is this too hard in the 2020s to provide such a service?

This is doable. What you’ll do is add a second payment method and then go to Settings > your name > Payment & Shipping to change the primary payment method before making a purchase.

Just for others if they suffer the same, the app I was trying to purchase was Shapr3D, they have a separate subscription via registering through their page. So, I paid there with business account.
However, after paying loads to Apple I would have expected that they will be willing to deal with the work load of people constantly changing their payment stores.
