What is the exact model of the Mac and version of macOS being used on it? You can get the exact model by entering the computer serial number here:

Check Your Service and Support Coverage - Apple Support

Even if First Aid says everything is "Ok" click "Show Details" and scroll back through the report to see if there are any unfixed errors listed. If there are any unfixed errors on an APFS volume, then you will need to erase the whole physical drive (Intel only, otherwise just erase the Container) before restoring from a backup. In fact you should be running First Aid on the hidden Container, but you may need to click "View" within Disk Utility and select "Show All Devices" so that the hidden Container appears on the left pane of Disk Utility.

Try booting into Safe Mode to see if it will allow you to log all the way into the desktop since this will disable third party software from launching automatically during boot.

Try running the Apple Diagnostics to see if any hardware issues are detected. Unfortunately the diagnostics don't detect many types of drive failures, but there may be other ways of checking the health of the drive depending on the exact model of the computer and whether you have any spare USB3 drives.

Here is an Apple article for dealing with various startup issues (which assume the drive is healthy and you have good backups):
