Verify payment method

How on earth do you verify the payment method? Specifically for PayPal. I just wanted to download Duolingo, a free app, and it won't let me. Every single time it pops up asking me to verify my payment method. I've tried literally everything I can think of. Nothing works, and I never know how I managed to get it fixed, as this does happen quite frequently. I've cancelled all my subscriptions, removed it and put it back in, tried to buy something else through my phone, I even logged out of my Apple ID. It's not like the actual PayPal account is messed up, it works just fine, but nothing goes through my phone.
